Those True/False quizzes and autobiographical/self-descriptive info by Toriyama are a bit strange to read now, knowing he's dead. Would feel a poignant to get to know someone more now they're not even alive. Very cool to see the photos of him in the volume, which was totally unexpected and something I've never seen in a manga before.
That was not molestation. It was a failed attempt in the best case.
If it was the parent or g-parent, it's fucking weird. Why would they be like "lucky!". A clear failed attempt is just as bad. Idk what the point of making that distinction is, if it's a sexual act.
I don't think them pulling the pants to look at her underwear is necessarily something bad, considering how young she looks, but the "lucky" clearly sexualises it. It's not something that's funny, but he's written it like it is. A random geezer doing it I can see how it can be funny, but the parent is harder to see as funny.
I suppose it depends where one draws the line, since both situations (a parent or a random geezer) are both ridiculous, even though the former is worse.
You could also say why is it funny that Ichigo from Bleach's dad kicks him, since it's also probably not funny IRL - I guess it's funny because it's just something they both understand isn't serious and is just a joke.
I guess it could be the same with this too, where some kids and parents could have a relationship where the dad says stuff sexual as a joke, but the kid knows it's not serious.Maybe the "lucky" is a "lucky, I get to prank/piss her off again by messing with her pants" and he's not really trying to molest her, considering he's been sent there to wake her up, he does say "wake up" - so he's not trying to secretly look at her underwear, but is doing it with the intention of waking her up. I suppose it could be that. But not really...the "lucky" still makes it seem sexual. He wasn't even keen to wake up her up when his wife asked, so it doesn't give the vibe of "I like to prank my daughter and I feel "lucky" I get the chance to prank her while she's asleep"...it's just pervy.

I've not read Dr Slump to know how the father character is portrayed generally. Maybe he's portrayed negatively.
