If Goku and Vegeta didn't train SS2.

What if they didn't train SS2 form instead they trained as SSJ, will that make them much stronger than their Boo arc counterpart in the same form?

Unless Toriyama forgot what the SSJ2 and 3 forms were and pulled that blue hair asspull, I doubt it. There were fairly clear limits in the Super Saiyan 1 form at the time.
