Movie 13 is non-canon and contradictory to Toei's own GT where his Ultimate is treated as his base form. Gohan was originally intended to be a Super Saiyan in BOG. Not sure about Super though.

Actually, yes, his eyes look the same as when fighting Buu. The only difference is the hair.

Then I'd personally assume he still has his Ultimate and that it's his permanent base. The hair doesn't mean as much as the eyes to me.

It's possible that Super Saiyan Gokhan ( Metamoran ) can get the job done considering that Goku asks if he should transform prior to the fusion for potara

Super shows him as Ultimate in the credits, so I assume they corrected that. Though we will probably find out more soon, when Freeza comes to Earth.
