Let's say you're given the necessary funds and team to design your own Dragon Ball series. It can be a sequel, prequel, movie, anime, manga and can fit wherever you want. What would you come up with?
I'd probably create a sequel to GT and Super (one or the other or both depending on how you view the two) set in the distant future, similar to what Dragon Ball Online was. All the characters except maybe Roshi (for lols) will be dead, and the main cast will somehow be connected to the Z-fighters, although not necessarily by blood. Marrying into families, mentors, stuff like that, though a few would be related.
For villains, I'd go with sympathetic bad guys who aren't necessarily bad, just in opposition to the main cast in some way. I find characters like this to be more compelling than your regular evil villain. Having someone who could be seen as "once good" or "still good but against the main cast" also opens the whole thing up for more backstory. I'd definitely have some cookie cutter evil villains, but not as many as DB/DBZ/GT/S.
In terms of "power scaling" or whatever the fuck, I'd try to pull away from absurd transformations and insane power and bring it back to skill and competition similiar to DB.
Some very basic ideas but I think they'd be interesting to experiment with.
