Awesome opening music:
I'm finally finished with my Innocent Boo analysis! It took several hours, although nobody will probably read it. For this thread, we're going to disregard the Daizenshuu completely. I don't follow it anymore because it's too contradictory to the Manga. Especially after I analyzed Gotenks SSj Pre & Post, I found a-lot of misleading things in it. Let's begin:
It took 2.5x Gohan's energy as a SSj2 to fully revive Boo. He begins at an initial battle power, sure, but the full energy that was used to restore him should theoretically be used to restore his battle power as well. A common counter people bring to this is that the Kiri meter was contradictory.
Actually, if we take a look at the Kiri Meter:
It maxes out at 3,000 and it contradicts nothing.
Toriyama has clearly given us an accurate scale for Boo's battle power, otherwise he wouldn't of put it there. Innocent Boo being 2.5x Teen Gohan will be our basis for this thread.
During Boo's initial release, his power is regarded as being around Teen Gohan SSj2 (Enraged) tier. Which should essentially be the same strength level that he was at when he killed Cell. [If you're going to argue about whether or not he still has that power or can access it, please leave.] However, this power is regarded as being quite inferior to the likes of Goku & M.Vegeta SSj2.
M.Vegeta/Goku Ssj2 >> Kid Gohan Ssj2/Teen Gohan (Enraged) =/= Innocent Boo (Initial) > Teen Gohan SSj2 > Teen Gohan SSj =/= Dabura
After Boo out of his pod he does a quick power-up and Gohan is immediately shocked at this power. However, overpowering someone of Dabura's calibre -whom Gohan was able to match as an ordinary Super Saiyan, isn't impressive.
Majin Boo's power is difficult to gauge at this particular area, all because Gohan is simply a Super Saiyan. He's not fighting or flying at Super Saiyan 2, so Innocent Boo's feats up until this point are underwhelming. Even, Vegeta Vegeta Pre-Majin considered Teen Gohan SSj2 as nothing special at the Budokai. Yet this version of Gohan that Innocent Boo is punching around is half as strong as that version.
A team of Goku & Vegeta SSj2 working together, are more than capable of being able to defeat Boo at this level. However, because he let Majin Boo out, Vegeta feels compelled to go in alone. He believes that he may or may not die, he isn't certain. So Boo is likely slightly stronger than Goku & Vegeta SSj2 at this point.
Gohan comes into the picture and attempts to kick Boo with an off guard attack. A normal opponent of Boo's calibre would of been hurt from his physical attack. But, Boo isn't normal and cannot be harmed from physical attacks. That's why Gohan wonders why it didn't affect him at all. Hence the bubble quote besides Gohan's head and the emphasis put on Boo's rapid regenerative capabilities.
Gohan Ssj is clearly taken off guard as he tries to attack Boo and Boo counters with a Chi attack. Kaioshin resumes to explode the ball of energy and it explodes on Gohan point blank. So even an off guard Chi attack, point blank explosion isn't enough to one shot Gohan.
During the bout' with M.Vegeta, Boo does his final power-up. This is the final power-up that we see from Innocent and the final time that it's ever stated that his Chi increases. Therefore; it's safe to determine that he's at his full power prior to fighting with M.Vegeta.
Vegeta comes to fight Boo and he quickly realizes that physical attacks don't work against Boo.
Innocent Boo is not in complete control of the fight against Majin Vegeta. He even seems slightly scared here:
M.Vegeta is even strong enough to hurt him.
Under normal conditions, the fight would have been over already. Vegeta would have defeated Majin Boo. However, because nobody has had any experience with Majin Boo's capabilities yet, we see that his Chi doesn't drop from fatal mortalizing wounds and his regeneration is better than anyone whose come thus-far. He is able to recover quickly from attacks that would have otherwise killed him.
Majin Boo is really pissed off that Vegeta was able to hurt him. So he channels an explosion of anger in an attempt to kill Vegeta.
This resulting blast takes Vegeta completely off guard. He doesn't have any time to try and repel it or run away so he attempts to take it head on.
As we can see, Vegeta got caught in the very middle of the explosion.
However, an off guard, angry explosion still isn't enough to one shot Vegeta! It's a fucking Chi attack and he is still unable to put Vegeta SSj2 down completely. He suffers a broken arm but his aura is still radiating violently and he is still in his SSj2 transformation.
Now it becomes apparent that Boo's regenarative capabilities, infinite stamina and seeming 'invincibility' are a force to be reckoned with, but not necessarily his Chi attacks.
Boo is unable to physically one punch Vegeta whose essentially defenseless here. True, he would of died eventually, but that's completely different.
Vegeta finally realizes that Boo cannot be defeated the normal way. Physical punches are useless to him. It takes a Chi attack to finish him off.
At the end of the day, Boo was unable to single shot any single fighter. At the various levels he was at against Dabura & Gohan, he was unable to shot either of them. Even after a power-up against Vegeta -which is the final one that we see, so it's likely that it's a fully powered Innocent Boo doing all this, he's unable to one shot Vegeta with a Chi attack or by physical punches against a defenseless Vegeta.
Innocent Boo's physical and Chi attacks to not seem as overwhelmingly powerful as people are making them out to be.
The major factors in all the fights above were his candy attacks, off guard explosions, regenerative capabilities and infinite stamina.
Conclusion: By sheer power alone, Innocent Boo is close enough to Majin Vegeta that he's unable to one shot him with physical or angry Chi attacks, and he's close enough to be hurt by Vegeta. Therefore; the 2.5x Teen Gohan numbers stay true thus far and aren't contradicted by any evidence. They actually fit quite well and make all of Vegeta's feats plausible at the strength difference he was at.
However, we've now got his fight against Goku SSj3. We aren't shown implications or statements that suggest Boo's Chi has increased or decreased since his battle against Vegeta, so it's obvious that he's still at that same battle power.
This quote occurs during a time where Gohan, Kaioshin & Kibito all believe the Zeta-Sword will give Gohan the greatest power in the Universe and will make him strong enough to defeat Innocent Boo. However, even their pre-determined expectations for the 'greatest power in the Universe' is completely left in the dust from Goku SSj3.
The entire purpose of going to stall Boo is to give Trunks enough time to find the Dragon Radar.
Goku just met Boo here and he isn't completely aware of the things Vegeta is yet. Boo has tremendous damage soak, and regenerative capabilities, but as the scan shows, his actual power doesn't seem to be too significant.
Goku even appears to be rather non-chalant during their bout' with one another.
Here, Goku SSj3 is surprised that Boo was able to copy his Kamehameha move almost instantly. Instead of deflecting it away or blowing it up, he deflects it back at Boo.
Whom manically deflects it further away and Goku is unable to save the people it kills. Which equates to 10% of the population. But at the end of the day, Trunks is going to get the Dragon Radar as means for reviving anyone who Boo kills, so it really doesn't matter.
And as soon as Goku knows Trunks has the radar he immediately makes his getaway.
The purpose of Goku having to stall Boo was just to provide Trunks with the time that he needed to find the radar. He went as far as to transforming into a SSj and than back to normal and than up to SSj2 again, before turning into a SSj3. He begins to fight Boo and the two are enjoying their fight, but that's it. As soon as Trunks has the radar, Goku takes off.
Because Boo is not noted to have increased in power, it's the same Boo that M.Vegeta fought, and he's performing these feats with 2.5x Teen Gohan's power. This really contradicts nothing.

Vegeta: “Fuffuffuh…Majin Boo, huh?...Here I was wondering what kind of amazing guy he would be, and he’s got this kind of battle power number?...I thought so…Kakarot, you and I have now become too strong…By a wide margin! By his nature, Kaioshin is supposed to be someone tremendous, but have you ever once thought that he was incredible? Quite the opposite, it's Kaioshin who’s been bewildered…Majin Boo is fearsome from Kaioshin’s perspective, but from ours he’s not so much…”
