Is it true that AT reveals that King Cold can be transformed?

I read that in a page in Latin Spanish, Akira Toriyama reveals that King Cold can be transformed and the only reason why he did not transform himself against Future Trunks, was because he thought that with the Sword of Future Trunks could end the latter, without the need To transform.

  What do you think and how powerful should King Cold be in its most powerful form?

Like Hure said, it's from the dragon book, but it's just a guess.

His appearance bears a close resemblance to Freeza's second form, and Cold also appears to be the type whose abilities increase by transforming.
