Is Ssj3 Gotenks actually weaker than buu?

Everything about their fight suggests that gotenks had a comfortable lead on super buu.Super buu only lands 2 shots on gotenks.That being that headbut when gotenks was off guard and mouth blast which only gave gotenks cosmetic damage.If Gotenks's time didn't run out he would have killed super buu.GOhan is letting gotenks fight Super buu and only tells him to be careful.Plus,piccolo says that gotenks is at least equal to Super buu
On the other hand,Super buu only admint's his inferiority to Gohan and says that he can't allow power greater than hi's to exist.

Gotenks has a 25% or maybe 33% lead on Boo imo. He was merely toying around with Boo and purposedly holding back to have fun. Once he got angry and serious, he began dominating Boo so much it wasn't even funny.

I wish to believe that.I fell in love with the character when i was 10 and since then i wanted to wear long hair.

Didn't he flat out say he was waiting for Gohan when he sensed his power while fighting Gotenks? Or was that filler?

He does, and he says he didn't absorb gotenks right away because the fusion would run out.

Add that to the fact that he doesn't regenerate towards the end of the fight (when he totally could) has always led me to believe he was toying with gotenks. The were stated as near equals, so I've just always doubted gotenks could actually beat buu there.

Why would Boo risk being hit by a Kamehameha though? He was getting ragged on for a few panels with no defense.

He also regenerated immediately after Gotenks' SSJ3 wore off, I doubt he was intentionally not using the ability if he's willing to repair a few holes a human made. More like Gotenks didn't give him the chance
