Is SSJ3+ tier power to be felt in Kaioshin's realm?

Gohan shows surprise at Goku's power and Kibito thinks it's unfathomable for such power to reach there.

Is there something contradicting that only SSJ3+ powers can reach there?

Well, Kid Boo senses Goku and Vegeta while they were in SSJ there and Gohan knows fat Boo is still alive when he's training with the Z sword, though thinking well, Ksioshin probably mentioned it to him.

Goku also says he can't sense the kids or Boo as if he were expecting to sense them.

I think in the manga, Kid Boo was simply able to copy Kibitoshit's technique as well as the location he teleported to.

Galu expected to sense the kids' fused Ki, which makes SSJ Gotenks at the very least SSJ3 tier.

The anime has some filler involving Goku and Vegeta powering up to get Boo’s attention, though he was already in the Afterlife causing havoc at that point.

You can sense a Ki from pretty much everywhere if you try hard enough (Goku occasionally teleports to Kaio’s planet once in a while), but the Kaioshin Realm is the farthest possible from everything, so I’m not sure. Don’t think Goku ever goes directly from Earth to Kaioshin Kai either.

As far as a Ki simply being so big it catches your attention, I think SSJ3 tier is the minimum. SSJ3 Goku did that whole thing because he was doing a drawn out power up and SSJ3 is a unstable form, but as you said, Gotenks, Super Boo, Gohan where all sensed across the macroverse.
