I thought it was a good time before TB22. Goku at the end of the episode, had told Tanmen and Inoshikacho that there were people stronger than him. That should mean that more than one must be stronger than Goku, in addition to Inoshikacho. I think Tenshinhan, Inoshikacho and Shura should be stronger than Goku in that episode.

I have Shura at the level of Yamcha (TB22), so in that episode Goku must have a power almost equal to that of Yamcha (TB22).

I think Tenshinhan in that episode did not really fight, I think his maximum should be equal to his power that equaled with Roshi in the TB22.

Even when Goku sees the match between Tenshinhan vs. Yamcha at the start, Goku is impressed by how strong they are both, even though they have seen Tenshinhan fight against him.

Tenshinhan (Fill / Hypothetical FP) = Tenshinhan (Vs Roshi at the end) >>> Tenshinhan (Vs Yamcha at the beginning)> = Tenshinhan (Deleted in the Fill).

Was it? I can't remember. What impied it only being a few days before the tournament. Actually IIRC it was more-so implied it was sometime at the beginning of his tournament, since at the end of the episode the narrator seemed to say something that made it seem as if Goku's got a lot of training to do before the tournament begins.
