Is there a minimum power level to fly? And can Crane/Shen fly? What about Mutaito?

Can Master Crane/Shen fly? His students can, but I don't remember him doing it. Did he teach Tien and Chazou, or was it something they could already do without him?

If not from Crane, how did Tien and Chazou learn it? Since all the other earthlings learnt it from a lineage going back to Kami/Piccolo. Are they both just geniuses of ki manipulation? Or maybe they made use of Chazou's telekinesis to train themselves to fly?

edit: I guess the androids didn't learn it from Kami's lineage.

As for Mutaito, I doubt it. Bukujutsu seemed to be the signature of the Tsuru school, so I doubt it was a technique he learned from Mutaito. How he figured it out is a good question. Maybe because he saw Piccolo Daimao use it in the past and tried to copy the technique.

Videl is by far the weakest character to fly in the series. If she can fly, anyone can.

I think Videl may be the minimum power level to fly. I think one need to be strong enough to at least be able to control their chi. I don't believe Mr. Satan could ever control his chi. The fact Videl could was seen by Gohan as she having way more potential than her father.

Gohan stated that since she has been training it would be easier for her. But he had also seen her as stronger than Mr. Satan ever since he saw her in action vs the bandits. So I believe she may be the lowest in power character who can manage to control their chi as to fly. Mr. Satan may be weak enough that he can just not be able to control his chi in that way, for more that he has trained martial arts. Even if he can see some flow of energy, like accessing his chi in a simple way, controlling it is still a task that requires talent, mental power/focus...

It's weird though that Yajirobe despite being way stronger than Videl couldn't fly despite he receiving a formal chi training from Kami and Popo. He could sense chi as well. I think he could learn it as quick as it comes but he just never bothered to even try. Goten and Oob though, that came from lack of chi control directed to using it to fly.

Tenshinhan was somewhat surprised Kuririn learned it on his own at the 23rd Budokai, but for someone already as strong as Kuririn there, learning that should have been infinitely easier and quicker than Videl, considering Videl could be hurt and threatened by bullets, while even BoDB Goku wasn't that much affected to the point of it threatening his life. I think that comes down to Bukujutsu still being a little more, like, held in a pedestal in the original Dragon Ball.
