If not, you'd think Vegeta would've gone Super Saiyan 2 against Cell. Although this could back up my theory that you need to fully master Super Saiyan to be able to access Super Saiyan 2,

SS2 is not a form during Cell Arc, it was just Gohan's full potential. By the time of Majin Boo arc, it is treated to be 2nd level of SSj.

Super Saiyans form are achieved when you hit your limits I'd say. In order to break that wall, you achieve a new Super Saiyan form.

I don't think that alone determines whether they fully master a form. Trunks struggles to match his Ki with Goten's. He is a bit tired after doing that. That doesn't show full mastery to me.

I'd say that SSJ2 can be accessed once SSJ is mastered. Similarly, SSJ3 is probably accessed once the user masters SSJ2.

The kids mastered the form because if not, then vegeta also didnt and that is something I cant accept

The fact that they can suppress their power in Super Saiyan shows mastery. No Super Saiyan before Goku and Gohan could do it.

And they have no issues matching their Chi when they merge into Gotenks later.

On top of the eyes as already mentioned, they also have the Grade 2/FPSS aura. Unless they were in Grade 2 every time they transformed, I think it's likely they had the form mastered.
