linear power-scaling like DragonBall? I can't think of anything.

Quite a few, actually.

Hokuto no Ken - Despite there being a focus on martial arts skill, there's a pretty linear scale of who's stronger and top tiers being untouchable to far weaker characters.

Sakigake!! Otokojuku - Despite the focus on abilities, there were very few times when raw power wasn't the deciding factor in fights and it makes it clear when the scale has been bumped up with numerous strength statements.

Yu Yu Hakusho - Power-scaling is incredibly basic here, other than the Territories that are quickly abandoned.

Rurouni Kenshin - Whilst having some characters with better stats than an overall stronger character, it's overall consistent with it's scaling and in universe physics, with most of the victories for weaker characters coming through realistic methods such as tactics and teamwork.

Toriko - Aside from a few abilities and inconsistent feats, the scaling for the series is overall fairly linear with the Capture Levels and overall tiers (though that still doesn't make it good).

That's technically an exception I guess. Opening the gates stops your body from limiting the chakra flow within, multiplying your speed and strength tens of times at the cost of your own body. It's basically kaio-ken.

The end result is still linear power scaling, in fact it's probably the purest example in naruto of linear scaling as it's just speed and strength, no jutsu involved.
