Is this foreshadowing Koby fighting Garp?

Saw this scan somewhere. Dragon, Ace, Luffy and Aokiji turned against Garp, but what about Koby? Rather than becoming a pirate, maybe Garp will be the bone-headed one and refuse to bring down the ruling marines/WG. Koby will turn on Garp and beat him up, then Garp will flashback to this scene and be like "I'm the bone-headed one" and lie down for a while. Then he comes back later and is on Koby's side.

It's still 100% up in the air that Kuzan is even truly against Garp.

But no Koby and Garp are always going to be one the same side.
