Beerus
To sum it up, Super doesn't have to change anything within the Manga for it to alter our ideas and interpretations of it. It simply rehashes Toriyama's original train of thought. So when a blatant suggestion of Goku being the strongest amongst the group (Ultimate Gohan included), than it's simply just that.
Goku did not increase in strength from the Boo Saga and couldn't have. Yet he's still regarded as the strongest by Beerus.
Now before you respond, take a chill pill and please do so in a reasonable and respectful manner.
So before the Boo story arc began, I said “Once this next thing wraps up, I want to end it no matter what.” Because I thought there was no way for any stronger guys to pop up, or for Goku to get any stronger than he already was.
