In Mock Town, after Blackbeards' speech, Nami wondered who was he, to which Luffy and Zoro stated "it's not he, but they".

What did they mean by it?

Zoro and Luffy likely perceived he had nearby allies. I highly doubt there's a bigger meaning to this phrase, as it wouldn't make sense for them to be able to sense whatever kind of mutation Teach's body has when neither of them can use Haki at that point (or at least not adept at such in Zoro's case).
