As long as Roshi isn't feeling any more powerful than at the 22nd TB, Machamp oneshots him.

Machamp gets scaled to at least Town Level based on it's Pokedex entry of it moving mountains with a single hand. Composite Machamp would be far higher based on similar feats from the anime such as multiple Magikarp creating a tornado when evolving, Ryley and his Lucario containing an explosion, etc, or even up to Island level with Manga with Pryce's Delibird freezing the Lake of Rage, all of which are feats an average 2nd stage evolution like Machamp should easily scale to. As far as speed goes, it not only gets scaling from Charizard's Seismic Toss (Mach 46), but from calcs of it's ability to throw their foe over the horizon being Mach 63.

By comparison, Roshi's only Large Building level at this point, and characters don't even come close to Mach 40 until the finals of the 23rd TB.

I have only played Gen1, where it was stated Machamp can knock you over the horizon. I don't think this is impressive,
even Taopaipai could do better with that pillar.

Going off by Pokedex entries and manga feats, Machamp would win.

Anime Machamp gets rekt.

Machamp's horizon throw was calced as a Town level feat, coupled by it being capable of moving mountains. Taopaipai's pillar throw was only Building level.

One can safely assume though that, since Tao threw that pillar with such ease, he's capable of much bigger feats, just with more difficulty. I think.

Even so, the range he could get scaled up to is heavily limited. Tenshinhan's City Block feat left Roshi in awe at how it was on a completely different level of destruction to the Kamehameha, which says a lot when all the characters who could use such were quite a lot stronger than Taopaipai at this point.
