In the Jaco manga, yes. DBS Jaco likely improved a lot since then, considering he was capable of beating soldiers that were considered the Freeza force's elite.

Nappa still has better feats though. He steamrolls the super elite.

Probably. Then again, Jaco did seem to imply even Ginga-O didn't want to mess with the Saiyans, so it's hard to say. Maybe most Saiyans actually are Planet busters.

Jaco (DBS) = 10,000

King Galactic = 20,000.
