Right after Whis said that Jiren was like a GoD glaring away the Genki Dama and that he appeared to be far from full power, he looked over at Belmod and said there appeared to be credence to the rumors of a warrior that is stronger than a GoD.

Whis' estimation can only work if the GoD above Beerus in the anime was indeed Belmod, in which case FP Jiren should at least be above Beerus. Anime-wise, if it's win by KO, Jiren takes this with high-diff at most. If it's a fight to the death, Beerus would win with Hakai.

Manga-wise, we know Jiren > Belmod but don't know how Belmod compares to Beerus due to him feigning defeat throughout most of the battle royale, though considering he took no damage from Liquiir's counterattack whilst Beerus and the other Hakaishin were quickly fatigued when facing each other despite Beerus' significant superiority to most of them, I'd say Belmod ought to be at least rivalling Beerus. Jiren would hold the power advantage, though Beerus' psuedo-Ultra Instinct would give him the reactions to outlast and defeat Jiren.

Jiren wins the same way he beat Omen Goku, just 4 to 5 steps ahead. Unless they retcon Beerus for the millionth time, he is weaker than Jiren
