If Beerus participates at TOP, he gets automatically equalized to anyone else, so it is totally possible to
crush Jiren the one moment and have a huge difficulty against Roshi next moment.

I don't think the power scaling is THAT jacked up. Characters like Roshi still can't touch warriors like Frost.

Jiren destroys Beerus just like he did to Frieza. Vegeta isn't even close to being a match for him and he was easily beating Toppo whom had reached the same level of power as the rest of the Gods of Destruction.

Jiren is stated to be stronger than the God that's stronger than Beerus and to have surpassed the domain of God of Destruction. Jiren vs "insert God of Destruction" threads are non-debatable.
