We know Kami Piccolo was in the 3-4 million of units ballpark, and while Semi Cell surpassed that comfortably 50% Freezer should at least be 6 millions considering his feats...
If you want another metric, Perfect Cell's power probably was what Freezer should've had if his 100% didn't inflate him (so, a bit better than 100%). That Cell was clearly above FP SSJ Goku who with his 50% of strength already surpassed Super Vegeta, and he was much, much weaker than Cell.

Those assumptions are at least based on manga feats. On the other hand, can you provide a single feat that disproves Freezer > Semi-Cell? A feat, not an interpretation of a feat based on an interpretation of a feat that contradicts other feats of the manga like I've seen here lots of times.
