I'm going to assume Kaioken strain applies since its negation wasn't mentioned. That said:

x2 - Beats Good Boo, Pre-Rosat Base Gotenks or Post-Z Sword SSJ Gohan with extreme-diff if his stamina doesn't wane. Gets stomped by the latter's SS2 form.
x5 - Beats SS3 Goku and Pre-Rosat SSJ Gotenks, but gets stomped by post-Rosat Base Gotenks.
x10 - Gets up to post SSJ Gotenks and gets stomped.
x20 - Gets stomped by SS2 Gotenks assuming he exists. If not and not including such hypotheticals, then gets oneshotted by Evil Boo.

Since SPC is already a SSjin2 tier so that makes him comparable to Goku's SSjin3 form with Cell KK4X.

I actually think that he has a chance to clear this gauntlet match IMO.
