I know most of you guys will say Kame Sen'nin has this in the bag, but think about this for a moment:

Goku concluded Yajirobe was the toughest guy he has ever met after this latter endured his beatdown unharmed. This should place the level Goku used against Yajirobe on a level where let's say Tenshinhan couldn't go unharmed, placing this Goku more or less at his 22nd Budokai's full power level.

Yet, Cymbal was able to give initial Yajirobe some problems, making him resort to his full power, meaning Goku (vs Yajirobe), initial Yajirobe and Cymbal are on the same reach of power. Yajirobe even groups the Goku who fought him and Cymbal together, saying this is a strange day, with him running out on two people that strong.

If Cymbal isn't that far from Goku (vs yajirobe), whom in turns should be strong enough to harm 22nd Budokai Tenshinhan, wouldn't Cymbal also be hella strong, like Kame Sen'nin's level?

This is also a new way of thinking things that I am trying now after another read on this part of the manga, don't rage on me :CC

Furthermore, since Goku most likely got stronger after fighting Tambourine, Yajirobe's surprise at Goku's power could only mean Goku didn't use his "new Zenkai powers" against him:

Goku (vs Tambourine/Zenkai) >> Goku (vs Yajirobe) ~ Goku 22nd Budokai (full power) >~ Yajirobe (warming up)

This could also explain Goku concluding Yajirobe is tougher than Tenshinhan, despite not using all of his powers against him.

I think about it and it can't be.

Goku thought if he was well-rested the likes of Tambourine would be nothing and Tambourine is many times above even Cymbal.

So Goku (22nd Tenkaichi-Budokai) >> Tambourine at-least.

Good post, but no cigar.

Tambourine should still be < 22nd Goku though, as Goku implied that if he wasn't out of energy that he could beat him.

In reality Goku said that if he had something to eat, then Tambourine wouldn't have a chance. It's not a stretch to think Goku was also counting with an increase in power, since that also happened with him after the 21st Budokai.

If Yadjorobe usually fought guys at a normal human's level and he met Cymbal and Goku at the same day, it is unusual. But that doesn't
tell anything about how Goku and Cymbal compare to each other.
