I don't think it's necessary for him to be stronger than Vegeta for that statement to be true.

The Grand Elder was shocked to hear the Saiyan on Namek defeated him even before he searched Krillin's memories and asked if Vegeta was a Super Saiyan though. Taking that into consideration Kamiccolo would dwarf Nappa.

It's also worth considering that Grand Elder would've seen Ozaru Vegeta after searching Kuri's memories as well
