Base Kars gets outmatched in power by 22nd TB Ten's Kikoho, though his FTL combat speed and reactions would allow him to outspeed such a technique and work his way up to Old Daimao, at which point he'd lose due to not being able to damage him or win a war of attrition if assuming Ki can damage him like Hamon can.
Ultimate Kars probably takes down anyone on Prime Daimao tier via hax alone. The volcano explosion was likely a City level feat which scales towards his durability, though something like Goku's Super Kamehameha or Piccolo's Chobakuhatsuha may be too much due to their power and range.
