I saw CC bring this up and maybe some others believe it, but aren't there quite a few instances in the manga that prove that Ki-Attacks can still be game-changers?
Piccolo thought his attack could damage after Cell defeated him with ease and was shocked when Cell was not affected by it.
Vegeta thought his final-flash could damage Cell after getting humiliated by him and it did.
Goku blew Cell's entire top off with a KHH after struggling with him for most of the fight.
Freeza needed a-bit in-order to kick-away Vegeta's powerful attack that Vegeta threw at him after speed-blitzing him and the like.
Even Zarbon, one of Freeza's hench-meng, was able to shoot a blast at Vegeta and Vegeta had to shout and looked like he used effort in order to deflect his blast, after effortlessly catching his first punch.
