Ki-Blasts kept having amplifiers

I saw CC bring this up and maybe some others believe it, but aren't there quite a few instances in the manga that prove that Ki-Attacks can still be game-changers?

Piccolo thought his attack could damage after Cell defeated him with ease and was shocked when Cell was not affected by it.

Vegeta thought his final-flash could damage Cell after getting humiliated by him and it did.

Goku blew Cell's entire top off with a KHH after struggling with him for most of the fight.

Freeza needed a-bit in-order to kick-away Vegeta's powerful attack that Vegeta threw at him after speed-blitzing him and the like.

Even Zarbon, one of Freeza's hench-meng, was able to shoot a blast at Vegeta and Vegeta had to shout and looked like he used effort in order to deflect his blast, after effortlessly catching his first punch.

Ki blasts definitely kept playing an amplified role in the series, considering the reactions and damage from other characters. However, less than a handful were presented as game changers in the manner of Goku's 2.2x Kamehameha against Raditz.
As far as Ki blasts go in cases of ones that seemingly do more damage, even from those with little to no skill in battle power control, I wouldn't say it raising the user's battle power is a necessity. Ki blasts are a formation of a user's Ki reserves/stamina and using these more costly methods would obviously be more damaging to an opponent than a mere punch even without amplification. Compare it to how a kick is far more damaging than a punch in a real life fight, or use Part 1 Goku often getting tired out if using the Kamehameha more than once in a fight despite it not being overly powerful as an example.

But certain attacks like KHH and Final-Flash and Piccolo's attack I think are fair to say kept a big multiplier, unless they weren't charged that much in the firsr place.

The KHH likely wasn't anywhere close to the 2x+ boost it had against Raditz thereafter though, given how such a quick to charge attack never got utilised well if so (eg. Gohan not quickly ending the fight against Dabura with it).
I'd agree somewhat with Piccolo's Gekiretsu Kodan being comparable to the Makankosappo. The Final Flash doesn't really need to be on the same tier though, given it just needed to be significantly above the Gyarikku Ho which isn't much more than a 1.3x boost.

Cell after getting destroyed by Gohan thought he could defeat Gohan with the KHH, granted he shot up from the sky so you could say he planned on destroying the earth and there-by everyone'd be floating in space but Vegeta comments that he blew Cell's absurdly large KHH away with an even bigger KHH.

Gohan seemed to barely charge the Kamehameha, so even if Cell's attack were indeed stronger than him, I wouldn't say it would be by much.

The kamehameha's multiplier is even implied to have gone up in the cell saga when piccolo believes cells kamehameha was weak because it was from goku's cells from the saiyan saga.

But that's got more to with Cell's height and the fact the he was really tall. Gohan was still a child here.
