I have Kibito getting fucked up so badly here.

I've never been one that considers Kaioshin to be anything special (generally Android 17 tier or weaker), so by virtue, Kibito would be even weaker than that.

That is simply how I view Kaioshin and Kibito at least.

In all seriousness he's weaker than Kaioshin who I have getting beat by even pre-RoSaT Kamiccolo, let alone Cell Games Kamiccolo.

Even if we follow the Daizenshuu entry, Kibito is only said to be able to give base Gohan a good fight. He would still lose with Daizenshuu hax.

Kibito's got no feats or statements to place him at any relevant level. Kaioshin didn't include him in the statement about the Freeza one-shotting statement, so the highest I'd place him is 100% Freeza tier at best.

That said, there's a thousand different ways Kibito can get tortured here. He best hurry up and pick one.

I put Kibito around Gohan's Base Level or a decent deal above that and I have all of the Saiyans in Base weaker than 18 who can be fodderized by Piccolo.

Gohan had been beaten by Buu to near death (it was even mentioned he was dying). So, the Gohan that pulled
the sword can be stronger than 25th TB Gohan.

There's really no way to gauge Kibito's power outside of the Z-Sword showing. Vegeta thinks Kibito got wiped out by Dabra because he was an idiot, but I'm not sure what that says about his power. Vegeta couldn't even sense him. Anyway, Piccolo roasts Kibito.

That possibly was a power statement considering that Vegeta insulted Piccolo similarly when he came back to life on Namek... I'd say it's a power statement mostly because there's no way someone weaker than base Gohan could properly defend himself against someone in SSJ Gohan's ballpark, so it'd make little sense for Vegeta to refer to anything but him being a weakling.

It's hinted that CG Piccolo is, at the least, far above the Androids from the other arcs before the Cell Games, and probably even close to Warming Up Cell, because of his fight with the Cell Juniors and because of Trunks' reaction to Piccolo basically calling himself trash when Goku made a comment about how Piccolo has become a super-powerful being at that point.
