Kibitoshin is only regarded as being weaker than SSJ2 Vegeta. I don't know why they wouldn't mention that he was weaker than SSJ Vegeta if he actually was weaker than the latter, since it's an important detail to measure Kibitoshin's strength. And we know that Vegeta ~ Goku in the Buu arc so the Potara fusion of Kibito and Kaioshin stomps. The chain is somewhat like this(imo):

SSJ2 Vegeta > Kibitoshin >>/> SSJ Goku/Vegeta

I think Kibitoshin wins with ease. I think he could even put up a good fight against Good Boo.

Kibitoshin is implied to be weaker than SSJ2 Vegeta though. And it's implied in the fight against Pure Buu that Good Buu is a lot above the SSJ2s. So, how he would be capable of putting up a "good fight"? perhaps fight back but good fight seems improbable.

I think it is possible for Kibitoshin to be above SSJ2 Vegeta, but still below Pure Boo. They may not have sent him out to fight because he is a god. Then again, maybe I'm putting too much stock in the Potaras.

Kibitoshin stomps.
I think he is even approaching SSJ3 Goku, if not stronger.
He is a clumsy fighter and is needed for his teleportation though.

WOW! I'm not sure what to think of this, but I think I'm thinking good.

Kibitoshin > Boo as he is a god and Boo is not. He didn't enter the battlefield for plot reasons.

Goku. Kibitoshin's raw power is enough to have a good fight, but it's also close enough that skill is a factor, and he's literally been sitting on his ass for five million years. There's no way he beats the martial artist with decades of experience.

Freeza spent his entire life sitting on his ass, save for a few rare instances, yet was still able to fight evenly against opponents of similar power to his own, or show a clear advantage even with gaps that weren't stomp-worthy.

As for the topic, Kibitoshin stomps. Though he's implied to be inferior to SS2 Vegeta, that's about it. As dumb as the guy is, I doubt he'd have any confidence in facing Boo if his power was still weaker than the SSJs he'd already seen be oneshot material to Boo.

How is he implied to be inferior to Vegeta?
He is only said to be useless against Gotenks Boo and that has more to do with his lack of skill and competence.

He said he'd be useless against Pure Boo, yet didn't try arguing with Vegeta about taking on Boo. That says a lot.

Where does he say that?
He was told to teleport the others to safety by Goku and he isn't a fighter.
If Boo were to absorb him, it would be probably over for the two idiot Saiyans.
He and E.Kaioshin also expected the Saiyans to either fuse with Fusion or work together.

I have Kibitoshin as the most powerful, less than SSJ2 Vegeta (Majin / Post Majin) character.

I might be underestimating Kibitoshin a bit, I admit, but there's no definitive proof that he's much stronger than SSJ Goku. First, even though Vegeta is supposed to be Goku's rival, people tend to forget that Goku can curbstomp Vegeta at almost any point in the series save for the Saiyan Saga, the Android Saga and DBS. I think in the Buu Arc Vegeta and Goku were closer than they usually are, but without the Majin boost Goku still has a serious advantage over Vegeta. Second, it's been established that a Super Saiyan 3's power can be felt from the SWOTK, and Super Buu is well beyond that level, so even though he was weaker than an experienced Super Saiyan 2 and he could feel Super Buu's power he still thought he had a chance. This implies that his power didn't really factor into that decision.

After thinking about it, I think Kibitoshin should be in a tier between the SSJs and the SSJ2s

Kibitoshin has seen a-lot of the Super Saiyans, but he believed himself to be effective against Pure Boo, despite both Goku SSj & Vegeta SSj standing right in front of him. He should fit nicely in between the Super Saiyans and the Super Saiyan 2s.

That said, he takes this rather easily.
