Vegeta wins imo. I like to keep Kibitoshin (and Kaioshin, to a lesser extent) all below any forms of SSJ2. He spent so much time admiring that power, I don't think he should ever get to touch it. Makes it seem more obvious why he thinks SS2 Gohan is hot shit.

I'm not really sure where to go with Kibitoshin's strength. He marvelled at it initially, yet seemed to be submissive enough that he considered himself useless compared to both Goku and Vegeta after he got over himself. Since Vegeta's got a more solid place to put him, I'd go with Vegeta. Hell, Kibitoshin even considered himself irrelevant enough that he might as well defuse in the DBS manga, though to be fair practically any of good guys who didn't have a form with either "God" or "Blue" in it's name was irrelevant at that point.
