He's came up in a few versus threads recently, but I'd like to have an actual discussion on his strength. How strong is he? Can he be stronger than Pure Boo without it technically contradicting anything?

I've actually got no clue right now. Elder Kaioshin seems to think Gotenks Boo will absorb him, yet he doesn't go in to one shot Pure Boo. I'd say he's implied to be below SSJ3 Goku at the very least. He also donates Genki to the Genki Dama instead of tag teaming with Goku, so at the very least, he's below a level where he could beat Boo alongside Goku. Considering Goku is on par or stronger than Boo, this drastically lowers Kibitoshin imo. SSJ2 Vegeta level seems good to me.

I think he could. It might be possible, it's just that he'd be a liability in a fight because of his incompetence and end-up making the problem much bigger than it already is (getting absorbed).

Out of universe answers are lame, but I think I like making him really strong and just explaining him not fighting against Pure Boo as Toriyama wanting to give Goku (and Vegeta) the spotlight for the last battle. :et

He is a Potara fusion after all.

Kind of off topic, but why didn't he go in to heal Goku when Vegeta was buying time?

IIRC he used-up all his energy, but for talking, with teleporting.

Which now that I come to think of it might explain why he didn't fight Boo, either.

Wasn't that after he sent his Genki to the Genki-Dama?

Yeah, it was said Kibitoshin used his stamina contributing to the Genki-Dama:

Chapter: 516 (DBZ 322), P9.1
Context: Dende asks Kaioshin to teleport him to go heal Goku
Kaioshin: “So-sorry…I used up my stamina just now [when he contributed to the Genki-Dama]…Until I recover, I can’t teleport…”

So he could have healed Goku while Vegeta was fighting Kid Boo, but he just didn't. I don't know why.

As for the topic, I have Kibitoshin a little bit weaker than SSJ2 Vegeta simply because Vegeta stayed to fight Kid Boo when Kibitoshin didn't.

Much stronger than he was when separate, but still nothing special. Maybe around Mr. Boo at the most.
