Tenshinhan: “That wasn’t one blow. While brushing off his opponent’s fast punch with his right hand, with his left he showered him with…3 rapid-fire elbow blows…That brat, he’s no ordinary person.â€￾
Tsuru-sennin: “I see…maybe he really did defeat Tao Pai Pai…â€￾
Tenshinhan: “This tournament is finally getting interesting…â€￾

Context: after Goku defeats Kuririn
Tsuru-sennin: “H-he’s outrageous…He just might be good enough to have defeated Tao Pai Pai…â€￾

Given the above statements, who wins?

I'd say Tao jus to be sage. Chappa doesn't have to be stronger than Tao to have the others worried for Goku's chance.

Chappa should win by the 23rd Budokai though.

We can assume the people Chappa defeated when he won the tournament were around 21st TB competitors level (since no one other than main story characters were above that in 22nd and 23rd TB) But tao beat blue who was above 21st Krillin and his paralysis which was able to hold blue saga Goku that is even stronger than his 21st counterpart was nothing against tao. Sure Chappa defeated people possibly in 21st TB level but tao showed skill slightly above that so he will win IMO.

Chappa wins pretty easily. Roshi wouldn't be concerned for Goku if Chappa were weaker than someone Goku could easily beat up 3 years prior.

But Roshi wasn't expecting Goku to surpass himself either. Also he and everyone else was pretty surprised seeing goku win

Roshi was most likely going by reputation. There's little evidence that he's met Tao before and if he did it was most likely before he earned his reputation, and given the context of the statement that's most likely true.

As for Tsuru-sennin. He's never seen Goku in action before. Goku used very little of his strength and speed to take down Panput yet Shen was still able to tell that Goku might have the skills to defeat Tao, Goku's defeat of Krillin where he's using much more strength and speed only confirmed Shen's previous statement.

Anyway that's how I chalk it up, but I can see why this would confuse someone.
