I'd say Goku still wins only he'd actually have to try this time.

King Chappa's confidence was based on the Goku he fought who tooled him despite not even giving it his all.

Doesn't really change much... Goku beats King Chappa, maybe with a sweat.

I'm not sure, it's been a while since i checked my Early DB PLs, but i give Chappa 3x an improvement between
the two tournaments, which is i think enough to beat Goku, unless Goku uses ki attacks.

Against full power Goku, the match would yield little difference from their first match. There's quite the world of difference between Goku's initial tournament level and his Full power match level.

I apply author intent: Chappa is supposed to be stronger than any 22nd TB contestant. He must've heard of the ending of the last tourney, he's an experienced martial artist.
