Anime wise they clear most of the list due to not being too far below Base Goku, who would probably clear Z. Manga wise, they are not much stronger than Boo arc so they stop at 50% Freeza.

Actually, this isn't as mad as you think. Krillin (post-Guru) could already surpass 10k (which is stronger than Goku without Kaioken). Afterwards, his power continued to increase, as more of his potential was drawn out.
