In one side we have Kuririn, during Raditz's arrival, while on the other one we have Goku, post drinking the water that allowed him to outclass Piccolo Daimao.

Who wins?

I don't think Kuririn improved after the 23rd, so Galu edges him out just slightly.

Do you have 23rd Kuririn pretty close to that Goku?

Yeah. I can't see Piccolo saying Kuririn gets in the way of his world domination if he's one-shot material to Daimao, plus Kuririn and Yamcha both kept up with Galu and Tenshithands' speed before Galu took off his weights and Ten went all out.

Considering the numbers at the start of Z and how Yamcha and Kuririn were lumped together as comparable throughout the 23rd TB, I'd say Kuririn's 206 rating suggests he's made decent improvements. With an edge in power and a more tactical mind, he manages to take the win with mid to high-diff.

I think Kuririn made little to none improvements in this time period, but he ought to mid diff this one.

That might have more to do with Yamcha slacking off. It's implied at least in the anime that Yamcha spent the timeskip playing baseball.

He was never stated to have weakened and the anime still treat his baseball career as a way to utilise his skills.
