Probably Law by virtue of having more feats and DF hax, whereas Snack only really has rank supporting his power. Including the anime, Snack was shown as about equal to Raid Suit Judge, which is pretty unimpressive when that's the guy who needed his suit and dirty tactics just to not be beaten by Simpji .

Didn't Urouge beat Snack? I think Law would be at the very least on par with him, and has actual feats as CC mentioned.

Yes, but it is worth noting Urogue's buff form seemed to be amongst the physically strongest Supernovas pre-timeskip, so I wouldn't say it's baseless to assume he's still up there.
