It’s from Daizenshuu 7’s special attack dictionary. The “Ki Barriers” entry, to be exact.

Ah, that's completely different than someone needing to be 2x stronger to completely tank an attack. That's specific to the Androids alone. Pretty funny that the Wiki somehow applies that to all attacks.

Anyway that entry makes no sense. How did 17 completely nullify Piccolo's attack? He wasn't twice as strong.

It’s talking about barriers in general, not just 17’s barrier. And barriers are made of Ki, which is also what fuels their strength.

The Barrier is a ki technique and can work via amplification like any other. Not sure if it makes sense for 17 to have a technique twice as strong as Piccolo’s though.
