Lion Fang's PL

At 21st TB, Goku faced, at the last round of preliminaries, a guy who used an art called Lion Fang. Where do you place him? He reacted to a Goku's
move, plus Goku didn't win with a knock out, but he shoved him out of the ring. The fight reminded me much of how the Goku vs Giran would've
ended had it not been for Giran's wings. So, do we give that guy some credit?

Goku was holding back a tremendous amount of power at this point, but the fact that he manage to dodge an attack would probably put him near the end of the "normal" human territory.
