By early years, do you mean at the start of the story, or during his childhood with Sabo and Ace?

Either version of Luffy have superior power to Goku by enough to stomp, though if this is Sabo flashback Luffy, he'd lack the speed to hit Goku and would probably be worn down eventually. If it's East Blue Luffy, he zero-diffs this.

In that case, Luffy stomps with ease. If it were, 21st TB Goku would still be far weaker, though likely fast enough and have great enough stamina to outlast Luffy if he were to only dodge Luffy's attacks.

I think 22nd Budokai Goku could defeat Skypiea Luffy.

22nd TB Goku's only Large Building level, whereas Skypiea Luffy's at bare minimum Multi City Block+ level, if not Small Town. On top of that, Luffy has far better speed feats than Goku at this point based on his Gomu Gomu no Storm, so it's far from an even match.

You're basing it off on feats? If so, post Karin Goku could kick away a missile which destroyed part of a mountain. Buff Jackie Chun in the 21st Budokai could blown up the moon with his KMHMH. I don't see Luffy showing city Block level until his Gear Third.

Goku also was in awe by the power of the explosion from Black's bomb, making it clear he couldn't equal the explosion's power or take such a force himself. Roshi's Moon bust is also either an outlier or can't be scaled to other characters, considering how amazing City busting was treated during the Piccolo Daimao Arc, as was Tenshinhan's City Block level Kikoho during the 22nd TB.

By comparison, Alabasta Luffy's Gomu Gomu no Storm was calced to be easily Multi-City Block level. As for Gear 3rd Luffy, rating him at anything below Small Town level is vastly underestimating him. Luffy compared the power of Lucci's Rokuogan to the Reject Dial, which was shown to be Small Town level through Wiper's damage to the Giant Beanstalk.
