Luffy Gear 4th vs Goku ( 23rd Budokai )

Who wins?

Both have similar destructive power and durability, but Gear 4 Luffy (and practically any OP mid tier, for that matter) has enough speed to blitz this Goku several times over. Assuming Luffy can end it quickly based on that, he wins pretty easily. If speed's equalised, however, he'd lose. This version of Goku was able to withstand attacks a fair bit above his level, so he'd be able to wear Luffy down if we take away Luffy's huge speed advantage.

Why Luffy's speed > 23rd Budokai Goku's speed?

1 - Luffy should be more than capable of dodging Nami's Clima Tact Lightning, which isn't implied to be in any way slower than an actual Lightning bolt.

2 - G4 Luffy gets scaling from Doflamingo dodging Fujitora's Meteor, which was a MHS feat in the quad digits.

3 - Best speed feats that Goku had at this point were only around Mach 42-100.
