I find limiting them to their movie feats wouldn't really work, given how Solo made it apparent Disney aren't treating their new EU as just irrelevant side material. Nevertheless, Saruman ought to still win regardless. The destruction of Sauron and Barad-d'ur from Sauron no longer being able to maintain his power would suggest him to still be anywhere from Island to Country level movie-wise. Saruman should receive some level of scaling as being on a similar tier or a tier below at most, considering he wasn't complete trash to Galadriel w/Nenya who was able to fend off a weakened Sauron.
