Do you think he had haki himself?

Maybe haki can stop his poison from working. Or maybe it can't because the poison gets inside you. If it can stop it surely he'd have haki to cancel it out. Or maybe every strong haki user also had a devil fruit, so they can stopped with seastone handcuffs. Everyone with Luffy seemed to have a devil fruit. Buggy, Mr 3, Mr 1, Mr 2 (RIP yo), Crocodile, Ivankov, Scissoryaro.

Haki might have been a factor in mitigating the poison. I don't remember the specifics that well but I'm pretty sure Luffy's willpower was constantly brought up when he was recovering from the poison.

Logically Magellan should have had haki given the caliber of inmates he was in charge of overseeing. I just reread the fight and he didn't even strike Luffy physically once. So it's hard to say if he would have been able to damage Luffy with regular attacks - which he'd need haki to do. His devil fruit is so overpowered that he doesn't need to fight conventionally.

I mean he probably should have haki, but with his devil fruit, he doesn't even need haki.

It's kind of like Caesars fruit, Luffy's haki offered some protection, but not nearly enough.
