Chapter: 476 (DBZ 282), P10.5-8
Piccolo: “Goku…There’s something I want to ask you while I’ve got the chance…[ ] …That Super Saiyan 3 thing earlier…if you had gone all-out, wouldn’t you have been able to defeat Majin Boo?...How about it, am I wrong?”
Goku: “Nah, I don’t know…When it comes to Majin Boo’s strength, it’s like a lie…I think that I probably couldn’t have won…”

Does the "like a lie" have to necessarily indicate Boo has a deceptive chi? Can't it just mean it's so high it seems like a lie?

How? The line reads just like the first interpretation you stated. Goku thinks he couldn't have won and also uses the word "probably". He wasn't sure, because Boo's Ki keeps changing. That's all there is to it, I think.

It's just a deceptive Chi. When Boo first emerged, Goku already knew something was up with it even though Vegeta laughed it off.

Well, this following reading also makes sense, don't you think?

I dunno. Majin Boo is just too strong... I think I probably couldn't have won"

He thinking he couldn't have won fits rather nice with mentioning how strong the opponent is imo.

@Evil Vegeta ---> Goku just seems to have a better grasp at his opponents' strength than the rest of the cast. Vegeta thinks what fat Boo was showing initially was his full power, while Goku thinks he has way more than that... just like with Cell, whereas everyone is initially deceived by his initial chi (except Kuririn), while Goku, as soon as getting out of the RoSaT, knows the power they were feeling from Cell was just the tip of the iceberg.

The line goes perfectly with Goku being genuinely unable to tell if he could beat Boo (because Piccolo could tell Goku > Boo) and then later on Boo being a wrecking ball compared to non-SSJ3 Gotenks.

ahill, while I agree, I don't think Goku's initial quote was simply him knowing Boo had more in the tank. He said Boo's Chi was abnormal as if it didn't feel like a typical Chi. I think that goes along with the statement he made to Piccolo. An abnormal Chi that can quickly change into an incredible Chi that seems like a lie actually makes sense.

By that don't you mean "it's so big that it seems a like"?

Also, Goku was initially trying to hide from Piccolo the fact that he could have defeated Boo, so couldn't the "like a lie" be just something Goku made up to justify why he probably couldn't have beaten Boo?

I always assumed Goku really wasn't sure about Fat Boo's power initially, but developed a better understanding when he dealt with Boo more and more down the line.

But yeah, you could just say it was an excuse to throw Piccolo off. That wouldn't be wrong.

My bad, he said it differently.

What is Majin Buu's power level?

T: The frightening thing about Majin Buu is his unknown, unfathomable power. Whether it's actually not that much, or whether it's really stupendous, Majin But himself probably doesn't know the answer.

Talkin' about that?

Maybe it's just "He is so strong that his powers know no limits"? Or maybe it's talking about Kid Boo, whereas he doesn't know it due to his irrational nature,

But then a later quote basically backs-up that he just wasn't sure, when he says "Now I can say that..." or something like that.

The "now I can say that" isn't due to some sort of reaization that he can now defeat Boo. Since Piccolo and Goku's conversations, Goku left explicit he could have taken care of Boo but didn't do so due to wanting to pass the title as protector of the Earth to the new generation, pretty much like how Vegeta could have fixed things by bringing up Gohan and Gotenks but decided to make a moral point, giving the opportunity to the Earthings to fix things.

The "I can say this now" is more like "now that they failed to do it and I'll have to take care of him, I can openly admit I could have dealt with fatso".
