Spopovich let Videl beat his ass, during the beating Spopovich was only suffering superficial damage which Goku noted was strange even having his head kicked in wasn't enough to hurt him. Once Spopovich got serious, it was obvious Videl never stood a chance so much so that he would have one shotted her with a generic ki blast had he not held it back on purpose to not kill her.

If he really was that strong he'd just sit there and tank all she has, or stomp her since the begining. The fact she kicked his head 180 degrees is really impressive, and i always thought he actually had a good resilience and only stomped Videl because she got tired, while he was pretty much a zombie and can't get fatigued.
