If supressed down to the level he was against Videl, however, Spopovich gets wrecked by the Orin Temple student. Even Initial Kuririn is probably enough to stomp, since even when assuming Spopovich was toying with her, there wasn't much to suggest his power needed to be several times greater or anything like that.

Was Spopovich suppressed? It was said he suppressed that chi blast to not kill Videl, but nothing indicates he was suppressing himself through the whole match. At the beginning Videl seemed to have an advantage and Spopovich was seemingly using effort and trying to beat her.

I was mainly talking about the Ki blast, since him supressing that could suggest he had enough Ki control to not be putting out his full power during the match. The resilience he has would also suggest so, since we didn't see others controlled by Babidi to become tanks when at a disadvantage or facing an equal opponent. Most likely, Spopo's stamina and low level of healing were a reflection of his Ki reserves.

So what about a serious Spopovich (not lord Spopo )? Could he win against one of the Orin Temple Bullies?

Probably not. Even assuming he did have the Ki reserves to tank most of what Videl could dish out, that's still not saying much when the gap between her and Initial Kuririn should be yuge based on feats, let alone between her and the Orin Temple bullies.
