Where do you get the comparison from? I don't recall Piccolo training with Goku (I may very well be wrong here), or are you saying that because he was in the tournament at all means he should be worthy of being on god level?

Piccolo's feats against Frost place him above Goku during the U6 Arc. As for Goku, he's consistently been shown to take hits against characters who're Universe level or close to it, such as performing well against a Hit who's power was closer to 10% SSB Vegeta's, than SSG is to SSB, fighting evenly with a battle hungry Beerus who was likely far less suppressed than he was against SS3 Goku/MY BULMA! Vegeta and surviving hits from Merged Zamasu. GT characters are nowhere close to Universe level, so naturally Base Galu should be far above them.

I don't know about that statement from Toei stuff. But Boo is treated to be the strongest fighter after Goku and Vegeta as he was first and 2nd to be recruited by Goku.
