Since everyone always makes canon-lists & that’s better anyway (canon that is), I tried to make sense of all the things that have been said regarding Movie 5 for once & so with explanations:
For reference only:
Freeza-Saga SSJ Goku - 150,000,000
Freeza - 135-140,000,000
& so:
Goku (zenkai’d) - 12,000,000
— enraged — 200,000,000
— Kaio-Ken x10 — 120,000,000
— Kaio-Ken x20 — 240,000,000
Enraged SSJ - 750,000,000
Coola - 175,000,000
— 5th form — 360,000,000
This all explains the stuff from books & stuff & doesn’t deny canon so much & it also keeps to the idea that previous movie villain < new movie villain. Just think that the movie takes place toward the end of 3 years, since it was stated so in Daizenshuu. Like Goku & them go picnicking, just like before the Cell-Games.
In essence:
Enraged SSJ Goku > Movie 5/Android Saga SSJ Goku > 5th Form Coola > KK x20 Goku > Enraged Goku > Coola > SSJ Goku > 100% Freeza > Movie 5/Android Saga Goku
Why was Gohan still not more grown-up? Why was Piccolo struggling with Salza & not able to fight Coola? No idea. Toei like always.
This makes more sense right?

The Zenkai powered-up to the point that he is less than x20 away from Freeza which will be explained later.
The rage-boost is there to explain why Goku was able to fight Coola despite it making no sense & Coola also said he can see how Goku defeated Freeza. It was a temporary rage-boost. Remember this is Toei-land where Goku is a hero of justice, where he is righteous & rage-boosts come with the territory with such characters. Example is Movie 3 where Goku’s power-level was 30,000 & sky-rocketing, which is perhaps an example of a rage-boost. Why Goku lost the boost so soon after is similar to movie 4. After the initial onslaught Goku just lost it, just like he did in movie 4 after fake SSJ. No real reason.

I said I was going to explain regarding Goku being less than x20 away from Freeza. The reason is easy. x20 as a trump-card should be well above the rage-boost mentioned above right? That’s all.
I’ll explain this in a bit, but it makes sense anyway in this movie. If Goku gets a rage-boost before why wouldn’t he hear when he is angry here too?
Coola was stated to possess super-power surpassing that of an SSJ in a book & also was said to obviously be above Freeza even with-out transforming (in equal forms), so this makes sense. Coola wasn’t completely easily defeated by enraged Goku, so the gap in power between them isn’t too much.
I said before that I’ll explain Goku’s enraged power & here it is. The fight between Coola & SSJ Goku in good Pakl meta logic, mirrors SSJ Goku vs 50% Freeza thus I applied the same-ish gap between them. Coola should somewhat rival 50% Goku maybe just like 50% Freeza did when he got owned so that’s why. I also like that the boost is at-least 2x.
In essence:
Enraged SSJ Goku > Movie 5/Android Saga SSJ Goku > 5th Form Coola > KK x20 Goku > Enraged Goku > Coola > SSJ Goku > 100% Freeza > Movie 5/Android Saga Goku
