-Before the final, Roshi commented on both Goku's ('he might have surpassed me') and Tenshinhan's
('i'd have probably lost') powers. Ay the beginning of the final, we were supposed to believe the
powers they were using (Match Level/Initial Tien) were their maxes. So, Roshi's comments referred
to Initial Tien and Match Level Goku.
-Roshi seemed to be more unsure about Goku's superiority over himself than about Tenshinhan's.
Also, after the Match Level exchange, Tenshinhan still seemed awfully sure of winning; that
means that, had they continued fighting with those powers, Goku would have put up a great
fight but eventually lost (something like SSJ Goku vs 100% Freeza or Water Goku vs Young Piccolo).
All in all, Initial Tien has a moderate advantage over Roshi (ex. Vegeta/Zarbon) and Match Level
Goku fits somewhere in this gap.
-When Goku went full power (Battle Level), he gained an overwhelming advantage over Tenshinhan,
which was the combination of the new power gap and the fact that he was somewhat off guard, not
expecting Goku to become that strong. It reminds me of 3x KK Goku vs Vegeta (1.33x gap) or 24k
Vegeta vs Monster Zarbon (1.25x gap in my books).
-All in all, if 22nd Roshi's PL is the scouter 139 (round it to 140), the gaps are...
