Maybe BOG Gohan needed anger to access his full power

Like, at Buu Saga, he (debatably, but approved by most people) needed anger to access his SSJ2. This could explain him being weaker than
Goku, or even than Vegeta, without contradicting AT's statement about everyone being at their best. Gohan WAS at his best (ultimate), he
just needed anger, because he hadn't trained.

WHat's the point of Elder Kaioshin unlocking his potential if he could just access it by his anger?

Gohan was in his Mystic state and simply powered up, nothing more.
