Meruem tears Hisoka apart. Aside from being stronger than some of the Zodiac (which at best, places him at Royal Guard tier), there's nothing to suggest Hisoka can do anything to the King, and with the pacing of the manga, it's likely there won't be for years to come.

In terms of Nen, absolutely not, given their Nen is greater than Netero's and Killua outright says Hisoka was nothing compared to Pitou's Nen. As for overall battle prowess, I think his skillset and those of some of the Zodiacs could prove capable of taking on the Royal Guards to some extent when considering the Zodiacs believed things may have been different if they had lead the invasion instead of Morel, though I don't see them taking down a Royal Guard.
