Ive yet to see anything in the manga that indicates Meruem can blow up a city 1

Same as Kenshi said. Meruem's best feat is surviving Netero's Small City level Rose Bomb, a feat Daimao can do casually, and his best firepower feats are Town level, which again, Piccolo Daimao can do casually.

All Meruem's got going here is slightly superior speed, and that's not going to do much when he lacks the other two necessary components for challenging PD.

It's actually city+ level.

Meruem's weakest Rage Blast (which has no rage) is small city+ level. He was weak when he was just revived. When Meruem decided to show some of his true power in the palace, Pouf nearly had a breakdown from Meruem's power. Meruem can also turn into photons and move at the speed of light within his En range. He's pretty fast himself too.

Meruem has the speed here. In a fight, I'm not sure who's going to win. If Meruem put his abilities and went with a pretty well strategy, he could pull this off.
