The DBS Manga characters are far less powerful than their manga counterparts, with the best feats aside from Zen-Oh's being basic Universe busting from Beerus and Champa and speed feats are nowhere near as impressive as in the anime. At best, Merus would make it up to the Winged 8th Sense Bronze Saints and get oneshotted due to speedblitz and soul manipulation. At worst, depending on how fast you consider the top tiers of manga Super, he may not even make it past 8th Sense Shaka for the same reasons.

The high and top tiers, yeah. Universe level feats and beyond are far from in low demand from the series and even characters far weaker than that are extremely deadly due to the sheer hax of some of their abilities. There's also plenty of speed feats that make the best ones in the DB franchise look like nothing.

If we're limiting it to Part 1 DB, then its top tiers can solo. For Z though, any of them would be lucky to even beat Raditz, regardless of hax.

Between One Piece and Naruto, whose characters would you say are more overpowered?

In terms of stats, Naruto takes it by far due to its top tiers being Small Planet level, with the likes of its absolute top tiers being possibly Planet level, whereas OP's strongest are anywhere from Large Island to Small Continent level depending how you view some of Whitebeard's feats. In terms of haxed abilities though, OP might have a slight edge, though that's difficult to say when the Narutoverse has its fair share of overpowered abilities such as Edo Tensei and its power system has less drawbacks to balance things out like DF abilities have with their weakness to sea water.
